Job Description



Under general direction, supervises, assigns, reviews and participates in the work of a unit responsible for providing casework, client management, continuing client investigation, assessment, evaluation, service planning, delivery and monitoring for the Department of Disability and Aging Services (DAS) Adult Protective Services Program (APS) at the Human Services Agency (HSA).

Incumbents perform a variety of technical tasks relative to their assigned area of responsibility. The 2944 Protective Services Supervisor supervises professional, technical and/or clerical employees depending on specific unit assignment.

Incumbents will be required to participate in the State-mandated APS After-Hours program.

Essential Duties and Functions

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned. 

  1. Plan, triage and prioritize, case assign, supervise and review case closures, and the work of a unit involved in providing case management activities as defined in State regulations, such as investigation, assessment, service planning, service monitoring, and appropriate case closure for Adult Protective Services.
  2. Participate in the selection of unit staff; coordinate and provide training (including fieldwork training) of staff; manage, coach, develop, evaluate staff and implement corrective measures to improve efficiency and performance as necessary.
  3. Recommend and assist in the implementation of goals and objectives for the unit.
  4. Monitor emergency tangible and non-tangible funds expenditures.
  5. Reviews and evaluates APS Worker case management practices through case reviews, coaching, and fieldwork shadowing as appropriate, to determine new or continuing social service needs.
  6. Evaluates operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
  7. Participates in community and professional groups and committees; collaborates with other DAS programs and other City departments such as Public Health.
  8. Uses a keyboard to write reports and to create and compose correspondence, as necessary to other Human Services Agency programs, to clients, and to other agencies and departments; gathers statistical data and prepares reports as required.
  9. Works closely with various types of multidisciplinary teams (e.g. nurses and other professionals of relevant fields) to provide consultation and short-term interventions for older adults and adults with disabilities who have been determined to be in need of protective services.
  10. Participates in the State-mandated APS After-Hours program.

Qualifications



For Positions in Adult Protective Services

Education:

A Master’s Degree in Social Work from a college or university accredited by the Council on Social Work Education (CSWE); OR

A Master’s degree from a two-year counseling program from an accredited school or university. Qualifying counseling degrees from a two-year (2) counseling program includes Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling, and Counseling Psychology; AND

Experience:

Two (2) years of experience as a social service case manager in the field of adult protective services.

License and Certification:

Some positions require possession of a valid California Class C driver's license.

Special Requirements:

The essential duties of this position require incumbents to: work nights, weekends and holidays on a limited basis; drive, normally within the City of San Francisco and occasionally outside City/County limits as necessitated by case work.

will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to:

Knowledge of: Relevant federal, state, local, and departmental laws, policies, and procedures relating to Adult Protective Services; the legal system pertaining to Adult Protective Services; working knowledge of current issues in the field of social work including psychiatric welfare. Ability and Skill to: Direct, assign, supervise, organize, and review the work of professional staff; train and evaluate staff; interpret and apply federal, state, local, and Departmental policies, procedures, laws, and regulations; analyze and interpret information and adopt corrective action courses of action; assess an individual’s; develop an appropriate case plan; consider personal and psychological factors in difficult client or family situations.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.
