JOB SUMMARY

This position is responsible for managing the operations of the municipal airport.

MAJOR DUTIES
  • Directs the day-to-day operations of the airport.
  • Prepares and administers capital plans; manages grant and locally funded projects.
  • Works with the FAA to develop flights procedures and to develop airport procedures publications.
  • Monitors local construction to ensure compliance with FAA Runway Protection Zones.
  • Provides information to the news media.
  • Provides support for airport administrative functions; prepares reports for City Council as appropriate.
  • Reviews and prepares financial reports.
  • Makes airport purchases in compliance with approved budgets.
  • Prepares annual budget recommendations and manages approved funds.
  • Performs, coordinates, and supervises ground maintenance operations.
  • Conducts runway inspections.
  • Maintains and repairs runway and other lighting systems.
  • Performs snow removal operations.
  • Repairs and maintains airport equipment.
  • Responds to after-hours emergencies as required.
  • Performs related duties.

  • Knowledge of TSA security rules and regulations.
  • Knowledge of accounting and budgeting procedures.
  • Knowledge of fuel handling, storage, quality control and safety practices.
  • Knowledge of airline industry standards.
  • Knowledge of airport rate and fee structures.
  • Knowledge of airport emergency and accident procedures.
  • Skill in the operation of computers and job-related software programs.
  • Skill in management and supervision.
  • Skill in oral and written communication.
  • Skill in preparing and delivering public presentations.

SUPERVISORY CONTROLS

The Public Works Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include FAA rules and regulations and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied management and technical duties. Strict regulations and inclement weather contribute to the complexity of the position.
  • The purpose of this position is to manage the operations of the municipal airport. Success in this position contributes to the efficiency and effectiveness of airport operations.
CONTACTS
  • Contacts are typically with co-workers, other city employees, FAA representatives, contractors, engineers, vendors, representatives of state agencies, and members of the general public.
  • Contacts are typically to provide services, to give or exchange information, to resolve problems, or to justify, defend or negotiate matters.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, machinery with moving parts, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over assigned seasonal and part-time personnel.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
  • Possession of or ability to readily obtain a valid CDL issued by the State of South Dakota for the type of vehicle or equipment operated.
Starting wage $31.760 per hour with a full benefits package that includes health, dental, and life insurance, vacation & sick leave benefits, with paid holidays.  Participation in South Dakota Retirement System. 

Position is open until filled with first review of applications on 7/12/2024 and weekly after that.
