Job Description

CFO for Public Sector – Performance-Focused Non-Profit

  • Reports to: CEO
  • Team Leadership: 4 direct reports
  • Location: Gainesville, FL (Relocation Available)

Responsibilities

  • Ensure financial reporting accuracy, optimize project profitability, and provide strategic insights.
  • Oversee financial management for properties, non-profits, and LLCs.
  • Manage daily financial operations, asset and debt management, and accounting systems.
  • Administer GAAP, GASB, HUD, IRS standards, and regulatory requirements.
  • Oversee investment portfolios and regular financial reporting, including HUD's FDS.
  • Ensure legal compliance and prepare necessary reports.
  • Manage fixed assets and prepare depreciation schedules.
  • Review and distribute utility consumption reports.
  • Maximize PHAS scoring and input data into HUD’s voucher management system.
  • Oversee fraud recovery efforts for housing programs.
  • Stay updated on financial aspects of Public Housing Authority programs.
  • Foster effective communication with internal and external partners.
  • Act as primary contact for banks, investment firms, and auditors.
  • Provide administrative support and contribute to budget preparation.
  • Respond to financial inquiries and communicate significant issues to leadership.
  • Prepare reports, complete special projects, and attend meetings and training sessions.
  • Lead the Finance Department, set goals, and ensure clear communication.
  • Implement performance management and conduct appraisals.
  • Maintain accurate financial records and complete audits without issues.
  • Safeguard assets and maintain effective working relations with stakeholders.
  • Ensure efficient accounting operations and compliance with principles and regulations.

Qualifications and Experience:

  • Minimum of 5 years of supervisory experience in financial management and development projects.
  • Proficient in transaction analysis, financial adjustments, financial analyses, and audit schedules.
  • Thorough knowledge of accounting principles, HUD regulations, and management practices.
  • Advanced skills in MS Excel and modern office software.
  • Bachelor's degree in finance or related field; Master’s, CPA, CIA, or public housing/government accounting experience preferred.
  • Experience in non-profit financial management and extensive knowledge of HUD programs, REAC tools, and housing software.
  • Comprehensive understanding of PHA operations, major HUD regulations, and relevant laws.
  • Familiarity with real estate management principles, LIHTC, RAD, and public housing policies.
