POSITION GOAL

To develop, implement, and monitor an Employee Assistance Program in which employees may voluntarily seek professional assistance for a wide range of medical/behavioral problems and to which supervising employees may refer employees for assistance on the basis of job performance difficulties or humanitarian concern.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Employee Assistance Program Administrator shall carry out the essential performance responsibilities listed below.

  • Prepare an annual report for the Assistant Superintendent, Human Resource Development and Employee Assistance Program Advisory Committee regarding program issues, activities and effectiveness.
  • Prepare a monthly statistical and narrative report for the Executive Director, Benefits & EEO Compliance and Employee Assistance Program Advisory Committee regarding program activities.
  • Develop and conduct training programs for administrators, supervisors and managers in coordination with Benefits.
  • Develop and distribute informational materials.
  • Assess qualifications of and establish referral and consulting arrangements with mental health professionals.
  • Act as employer representative in establishing and maintaining referral and consulting arrangements with physicians, mental health professionals, agencies and supervisory staff and coordinate treatment/assistance services.
  • Ensure confidentiality of employees’ participation in the Employee Assistance Program in a manner permitted by law.
  • Work directly with district, school site and area staff, committees, groups, union officials, and individuals in explaining, interpreting and implementing the assistance program.
  • Assist administrators in assessing needs for referral assistance.
  • Provide crisis intervention, consultation, referrals, and follow-up for employees referred or self-referred to Employee Assistance Program. Provide supportive counseling to employees.
  • Coordinate with and integrate Employee Assistance Program activities with wellness and employee fitness programming.
  • Develop and maintain client records.
  • Monitor and analyze employee absenteeism and make recommendations for reduction of such absenteeism.
  • Provide for the training, clinical and administrative supervision of Employee Assistance Program Counselor staff.
  • Perform and promote all activities in compliance with equal employment and non-discrimination policies of the School Board of Broward County.
  • Participate successfully in the training programs offered to increase the individual’s skill and proficiency related to the assignments.
  • Review current developments, literature and technical sources of information related to job responsibility.
  • Ensure adherence to good safety procedures.
  • Follow Federal and State laws, as well as School Board policies.
  • Perform other duties as assigned by Executive Director, Benefits & EEO Compliance or designee.

MINIMUM QUALIFICATIONS & EXPERIENCE

  • An earned bachelor's degree from an accredited institution.
  • A minimum of eight (8) years experience and/or training in the field related to the title of the position.

OR

  • An earned master's degree from an accredited institution.
  • A minimum of six (6) years of experience and/or training in the field related to the title of the position.
  • Ability, skill and knowledge to develop, monitor and evaluate the total Employee Assistance Program.
  • Computer skills as required for the position

PREFERRED QUALIFICATIONS & EXPERIENCE

  • Preferred degree majors in Social Work, Psychology or related field.
  • Three (3) years experience must have been involved with the treatment of substance abusers.
  • Bilingual skills preferred.

SIGNIFICANT CONTACTS-frequency, contact, purpose

Work directly with district, school site and area staff, committees, groups, union officials, and individuals in explaining, interpreting and implementing the District employee assistance program. Develop and conduct training programs in conjunction with the Benefits Department for district administrators, supervisors and managers to ensure the effectiveness of the program.

PHYSICAL REQUIREMENTS

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
