The Position





Contra Costa County is recruiting to fill one (1) Children and Family Services Director vacancy in the Employment and Human Services Department.

The Children and Family Services Director is responsible for the coordination and direction of subordinate managers and supervisors providing Federal, State, and local child welfare, foster care, and adoption programs to clients, and is involved in program advocacy, policy development, training, and coordination of services. Incumbents in this classification report to the Employment and Human Services Department Director.

  • Leading a staff who provide child welfare or human/social services that promotes family preservation and reunification.
  • Administering and managing a large complex budget by optimizing resource allocation by incorporating technology solutions, solid project management approaches, and data analysis to ensure the proper allocation of staffing levels most effectively.
  • Engaging in developing and leading a supportive and mission driven culture in a large department.
  • Engaging and collaborating with a variety of organizations such as political bodies, advocates, Courts, national, federal, state and local agencies, the Board of Supervisors, Child Protective Services, child advocates, contractors, providers, labor and community stakeholders to improve outcomes for children.
  • Advancing Diversity, Equity, and Inclusion (DEI) directly into the service and delivery model for the bureau.
  • Being a proactive, creative, and innovative leader with both a strategic orientation and a focus on measurable results.
  • Producing performance reports.

Minimum Qualifications

License Required: Possession of a Valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's License will be accepted during the application process.



Education: Possession of a Master's degree from an accredited college or university with a major in Social Work, Family Therapy, Behavioral Health or Public Administration or a closely related field.



Experience: Five (5) years full-time or its equivalent experience as a public human service program supervisor or manager in a public or private agency with responsibility for the administration and operations of Children and Families services.

Selection Process

This position is exempted from the merit system and will not follow regular County recruitment and selection procedures. Not all applicants will be invited to participate in the evaluation and interview process.

2 . Interview: Applications will be evaluated, and those candidates deemed most qualified will be invited to interview.

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.

DISASTER SERVICE WORKER

All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
