Job Description

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/11/2025. Time-In-Grade Requirement (GS-13): Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility has been met must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrate your one-year time-in-grade has been met. Please Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility. You may qualify based on your Specialized Experience as described below. Specialized Experience(GS-13): You must have one year of Specialized Experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience includes (but are not limited to): 1) Provides supervision to subordinates for activities that properly administer the Enterprise Risk Management (ERM) program 2) Plans and coordinates work operations on a monthly, quarterly, or project basis and develops guidance for lower graded personnel 3) Establishes criteria to measure and/or predict the attainment of the program and organizational goals and objectives 4) Conducts comprehensive evaluations of programs for compliance with applicable laws, policies, regulations, and alleviates identified problems 5) Directs and monitors all actions related to planning and conducting periodic risk assessments inherent to missions of the organization and programs 6) Assesses and manages risk across agency programs that support provided health care programs and enable access to care 7) Reviews and analyzes policies, publications, specifications and instructions for their impact upon the overall risk level and provides direction You will be rated on the following Competencies for this position: Ability to Lead or Supervise Project Management Quality Assurance Risk Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mostly desk oriented and may require frequent visits to other sites to include contractors facilities. Expanded hours may be required to maintain mission requirements. This Supervisory Program Analyst position alligns under the Department of Veterans Affairs, VHA, Member Services (MS), Compliance and Internal Controls Program Office. The incumbent plans, develops, and implements the Enterprise Risk Management program, documents and evaluates processes and systems, conducts advanced projects to support approximately 1,900 employees in the MS business lines, call centers throughout the VA, Veterans, their family members, beneficiaries, and caregivers.
