Job Description and Duties

Under the direct supervision provided by the Staff Services Manager I, with direction provided by a Transaction lead staff, the incumbent will apply State laws, departmental regulations, and control agency rules to a variety of personnel and benefits programs for the Office of the State Controller.

Duties performed:

  • Apply and interpret laws, rules, regulations, and procedures issued by control agencies.
  • Using the SCO Position and Employee System (SCOPES), review position and employee request actions submitted by divisions to determine appropriate appointment, separation, or miscellaneous personnel transaction types for processing by referencing the Personnel Action Manual (PAM).
  • Work with Classification Unit to compute appropriate salary determination, key in and update Employment History Database (EHDB).
  • Use payroll system reconcile, certify, and release master payroll.
  • Audit and key in dock time submitted from divisions into Payroll system to ensure key pay is issued.
  • Identify payroll discrepancies and complete necessary documentation for corrections.
  • Prepare salary advance requests, when necessary. Prepare and key in documents for supplemental payroll, overtime adjustments, and special pays.
  • Audit and process intermittent and retired annuitant payroll.
  • Receive and review wage garnishments from external entities.
  • Prepare employee notification and garnishment forms for submission/processing within specified time limits.
  • Audit and certify employee attendance records to ensure conformance with rules and regulations governing use of leave balances.
  • Maintain the California Leave Accounting System (CLAS), research and correct employee leave usage discrepancies to ensure records are current and accurate.
  • Monitor and maintain accurate tracking of intermittent and retired annuitant employee hours to ensure compliance of specific time limitations.
  • Utilizing the Benefits Administration Manual (BAM) and the State Health Benefits Guide, review and determine employee benefit eligibility for health, dental, vision, FlexElect, and miscellaneous benefits by ensuring accurate completion of forms and appropriate dependent documentation is provided.
  • Prepare COBRA and Direct Pay notifications if applicable.
  • Assist with disability leave transactions, to include meeting with employees to clarify leave benefit options, documentation of personnel and payroll documents.

Working Conditions

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. The building offers affordable monthly parking, employee gym access, an amenities center, and a beautiful mid-tower garden terrace. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99.

This position is eligible for hybrid telework after completion of a determined training period under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.
