Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.


The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. Hot Spring National Park (HOSP)-Hot Springs, AR-TERM-NTE: 4 years. Salary Range - $59, 966- $77, 955 per year.
This position is a shared network position between Hot Spring National Park (HOSP), Arkansas Post National Memorial (ARPO), and President William Jefferson Clinton Birthplace Home National Historic Site (WICL). Duty Station is HOSP. Government Housing is NOT available. PCS/ Relocation costs can be offered. Position may be authorized to Telework. Travel may be required up to 5 nights per month. A driver's license is required.



Manhattan Sites (MASI)-New York, NY-TERM NTE: 4 years. Salary Range-$70,448- $91,582 per year.
This position is a shared network position between Manhattan Site (MASI), African Burial Ground (AFBG), Governors Island (GOIS), and Stonewall (STON). Government Housing is NOT available. PCS/ Relocation costs will NOT be offered. Position is NOT authorized to Telework. A driver's license is required.



Richmond National Battlefield Park (RICH)- Richmond, VA-TERM-NTE: 13 months. Salary Range- $62,579- $81,352 per year.
Government Housing MAY BE available. PCS/ Relocation costs will NOT be offered. Position may be authorized to Telework. A driver's license is required.



Santa Monica Mountains National Recreation Area (SAMO)-Thousand Oaks, CA-TERM-NTE: 4 years. Salary Range $69,729 - $90,647 per year.
This position is a shared network position between Santa Monica Mountains National Recreation Area (SAMO), Channel Islands National Park (CHIS), and Manzanar National Historic Site (MANZ). Duty Station is SAMO. Government Housing is NOT available. PCS/ Relocation costs will NOT be offered. Position may be authorized to Telework. Travel may be required up to 2 nights per month. This location requires operation of a motor vehicle as part of your official duties. A driver's license is required.

Major Duties:

  • Provides visual and audio production services to all park divisions using nationally established guidelines and industry standards.
  • Plans the visual aspects of printed materials such as photographs, illustrations, diagrams, graphs, objects, models, slides, and charts used in books, magazine, pamphlets, exhibits, live or video recorded speeches or lectures, and other means of communication such as web content where the general format and specific themes to be illustrated are predetermined.
  • Prepares layouts of two and three-dimensional models, artifacts, specimens, dioramas, murals, audio visual presentations. Uses electronic devices to activate displays or that enable viewers to access information. May create special effects by the use of special lighting, ripple tanks, projections or video displays, or incorporate narration, music and sound effects.
  • Assists in development of exhibits, prepares interpretive media such as streaming video, computer animations, touch screen interactive kiosks, and maintains media utilizing universal design methods.
  • Responsible for carrying out the visual information aspects of a public affairs program.
  • Supports public outreach through multi-media work, communicated by means of printed material, exhibits and oral presentations.
  • Ensure digital content meets basic laws and The Americans with Disabilities Act (ADA compliance section 508 as applicable).
  • At National Parks of New York Harbor/ Manhattan Sites (MASI)-New York, NY locations: duties will additionally encompass information management, improve virtual presence, interpretive media and exhibit with emphasis on accessibility compliance in civic engagement. Creation of a digital assets database, and creation of standard operating procedures for digital accessibility. Prepare for campaign celebration events, modernize business practices, and improve data-driven management decisions.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

To qualify for this position at the GS-09 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:



EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors) such as: Providing visual and audio production services using nationally established guidelines and industry standards (basic laws, ADA compliance (section 508), conservation principles, and knowledge of accessibility design standards for web and non-web products); Plans, prepares, creates, and designs visual materials (photographs, illustrations, diagrams, graphs, models, slides, charts, signage, pamphlets, handouts, exhibits, web content live or video recorded, speeches, or lectures); Uses computer technology to communicate information visually; directing, filming, editing, and/or producing videos, and web page design using design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere); Plans, creates, designs exhibits and/ or displays coordinating, publicizing, and managing special events. You must include hours per week worked.

EDUCATION: Successful completion of a master's or equivalent graduate degree -OR- two full years of progressively high-level graduate education leading to such a degree or LL.B. or J.D., if related. Major study - commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. IMPORTANT - PLEASE NOTE: You must include a copy of your transcripts with your application.



-OR- Successful completion of a combination of specialized experience as described above and education as described above. To combine education and experience, first take only graduate level education in excess of the amount required for the next lower grade level to combined with experience. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.IMPORTANT - PLEASE NOTE: You must include a copy of your transcripts with your application, and you must include the number of hours worked per week in your resume.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.



At HOSP location only PCS may be offered. Employer paid and reimbursed relocation expenses are considered taxable income. The NPS does not provide tax, legal or accounting advice. Employees should consult professional tax, legal and accounting advisors regarding concerns about the financial implications of a Permanent Change of Station (PCS).

Physical Demands: The work is normally sedentary and requires long periods of stationary work at a computer workstation. Work also requires moderate physical exertion fabricating exhibits and signs, working from ladders, and lifting and working with maintenance staff installing signs and exhibits. Field visits are necessary for onsite inspection of phases of the production of a visual product. The incumbent occasionally must lift moderately heavy objects and operates hand tools and power tools such as hammers, screwdrivers, levels, rivet guns, saws, drills, etc.

Working Conditions: Work is normally performed in a typical office setting, however, when work is performed outside the office, it may be in field environments or at dirty, dusty, cold, hot, wet or some otherwise uncomfortable locations indoors and outdoors, where the exhibit or display is located. Work involves moderate risks or discomforts such as working with power tools.


The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. At SAMO, RICH and HOSP locations only the National Park Service has determined that the duties of this position are suitable for situational telework and the selectee may be allowed to telework with supervisor approval depending on park location.
